Shattering Strike is an Accumulated spell, although it's true that we aren't deliberately stacking it. However, more importantly, it's an Evocation spell.

Also, if you have Shadow-Scryer's Crystal Ball , you can use that during the Build-Up phase to stack Shattering Strike (in the place of Relentlessness)
